Council to consider pause on Upper Westside development ahead of masterplan implementation, task force to help film warehouses
The Atlanta City Council will consider legislation during Monday’s meeting to impose a 180-day moratorium on the acceptance of any new rezoning applications, building permits for new construction, and other related permits for certain specified uses within the Upper Westside Improvement District Master Plan (Legislative Reference №22-O-1160). The Upper Westside Improvement District Master Plan was adopted on Nov. 1, 2021. The Department of City Planning is working on zoning legislation to create a new overlay district to implement the vision and recommendations set forth in the masterplan. The moratorium will maintain the status quo while the zoning process is being completed.
Other items on Monday’s agenda include:
• A resolution urging the Atlanta Police Department to establish a take force that would include other metro Atlanta law enforcement agencies to coordinate a response to burglaries targeting the local film industry rental and production companies (Legislative Reference №22-R-3196).
• An ordinance authorizing a donation in a total amount not to exceed $3,000 from the Council Districts 11 and 2 carry forward accounts and the council president distribution account for the maintenance of the Xernona Clayton statue project (Legislative Reference №22-O-1183).
• A resolution requesting the City Auditor conduct an assessment and accounting of the funds spent with Minority and Female Business Partner Vendors (Legislative Reference №22-R-3198).
• A resolution expressing the Council’s support for Senate Bill 403 to enact the Georgia Behavioral Health and Peace Officer Co-Responder Act to establish a collaboration between law enforcement and behavioral health specialist to decriminalize mental health (Legislative Reference №22-R-3193).
• An ordinance to amend the City of Atlanta’s Charter to amend Section 2–203 (Powers and Duties, Limitations) of Chapter 2 (President of Council) to prohibit appointments wherein a Council member could contend for the same appointment (Legislative Reference №22-O-1184). This will be considered by the Committee on Council before the full Council.
• An ordinance authorizing the mayor or his designee to apply for and accept an Environmental Protection Agency, or EPA, Brownfield Revolving Loan Fund Supplemental Grant in an amount not to exceed $5 million on behalf of the Department of City Planning (Legislative Reference №22-O-1135).
• A resolution to establish a task force for the purpose of promoting engagement in quality arts and cultural programming within District 12 (Legislative Reference №22-R-3194).
The Council’s Committee Chairs briefing will be held in person on Monday during the week of full Council at 9:30 a.m. in the Council Chamber.
The Committee on Council will hold a remote meeting at 11 a.m. ahead of Monday’s full Council meeting. Public comment for the committee will be accepted between the hours of 4–7 p.m. the day before the scheduled meeting by dialing (404) 330–6069. Monday’s full Council meeting will be held in person at 1 p.m. in the City Council Chamber at Atlanta City Hall, 55 Trinity Avenue SW. The meetings will be conducted in accordance with the City of Atlanta’s Charter, City Code of Ordinances, and the rules of Council as adopted for in-person meetings.
In-person public comment procedures will resume as previously conducted and adopted by the Council in accordance with City Charter Section 2–104 and 2–105.
Following the recent executive order from the mayor and in observance of guidance from health and facilities professionals, several safety protocols are being adopted, including mandatory mask wearing in the chamber, the observing of room capacity limits, and increased cleaning protocols.
In-person proclamation presentations will return during the April 18, 2022 meeting.
