Council to consider agreement to create Center for Diversion and Services
The Atlanta City Council will consider legislation during Monday’s meeting to authorize the mayor to execute an intergovernmental agreement with Fulton County to create and establish the Center for Diversion and Services (Legislative Reference №21-R-4118).
A pilot of the Center for Diversion and Services would be established at the Atlanta City Detention Center and provide care and services as an alternative to incarceration for those experiencing poverty, homelessness, substance abuse, or mental health issues. The center would help reduce the overall population at the Atlanta City Detention Center and Fulton County Jail. The agreement would be for a term of two years and may be renewed annually upon mutual agreement of the parties.
Other items on Monday’s agenda include:
• An ordinance authorizing the chief financial officer to accept a $100,000 grant from the Georgia Power Foundation Inc. and amend the intergovernmental grant fund to anticipate and appropriate the funds received to support the anticipated capital costs associated with the creation of the Center for Diversion and Services (Legislative Reference №21-O-0801).
• An ordinance ratifying the mayor’s executive order directing the chief financial officer to allocate and distribute $33.5 million from the Community Benefits Funds derived from the City’s Gulch Development agreement to support affordable housing, economic development and workforce development (Legislative Reference №21-O-0802).
• A resolution requesting Airline Terminal Corporation increase the current minimum wage from $8.25 to $15 an hour for all airport cleaners and other contract employees at Hartsfield-Jackson Atlanta International Airport (Legislative Reference №21-R-4119).
• An ordinance to waive the distance requirements for 1200 Mobile Street NW related to developing property within 2,000 feet of a supportive housing facility (Legislative Reference №21-O-0811). Affordable housing units are being developed at the site with 10 units proposed to serve as long-term shelter for individuals experiencing chronic homelessness. The property is located near the Phoenix House and the City of Refuge facilities.
• A resolution expressing the intent of the Council to continue making revisions where appropriate to the 2021 City of Atlanta Comprehensive Development Plan (CDP) in accordance with the rules of the Georgia Department of Community Affairs based on unprecedented feedback from Atlanta residents and Neighborhood Planning Unit (NPU) leadership (Legislative Reference No 21-R-4156). The Council adopted the 2021 CDP at a special called meeting on October 28.
The Committee on Council will be held in committee of the whole during the full Council meeting Nov. 1, 2021.
The Nov. 1 meeting will take place remotely at 1 p.m. in response to the telework protocol activated for City Hall. The meeting will be simulcast on the Council’s website, YouTube channel, Facebook and Twitter pages, and Channel 26.
