Council moves closer to creating Affordable Housing Trust Fund
The Atlanta City Council voted Monday to provide the first of two adoptions needed for legislation that would amend the City Charter and direct two percent of the general fund for building and preserving affordable housing in Atlanta (Legislative Reference №21-O-0777). The ordinance would create the “Building the Beloved Community Affordable Housing Trust Fund.” As a charter amendment, the legislation requires two adoptions.
Other items approved Monday include:
• A resolution authorizing the City to donate $2 million to support the Urban League of Greater Atlanta in establishing and implementing a Guaranteed Income Pilot Program in Atlanta (Legislative Reference №21-R-4162). Program participants must be 18 years or older and living at or below 200 percent of the federal poverty line. Participants would receive $500 in a monthly guaranteed income payment over 12 months.
• A resolution authorizing the City to donate $2 million to support Operation Hope Inc. in establishing and implementing child savings accounts for certain eligible children residing in the City (Legislative Reference №21-R-4163). Those eligible include all city of Atlanta kindergarteners attending Title 1 elementary schools with Atlanta Public Schools or those who live in the city of Atlanta and prove low-income status through an enrollment process.
• An ordinance to amend the City’s Code of Ordinances to add clarifying revisions regarding the issuance of alcohol licenses and the operating procedures of the License Review Board (Legislative Reference №21-O-0878).
• An ordinance authorizing the City of Atlanta to commence procedures to execute a swap of real property owned by the City with Brock Built LLC to facilitate the expansion of the West Highlands neighborhood project that would include the development of affordable housing and greenspace (Legislative Reference №21-O-0746).
• A resolution requesting the commissioner of the Atlanta Department of Transportation to conduct a traffic study on 2220 Campbellton Road and the intersection of Cascade Road SW and Spring Park Drive SW to determine the need for any safety improvements such as speed monitors (Legislative Reference №21-R-4164).
• An ordinance to recognize Columbus Day — the second Monday in October — as “Indigenous Peoples’ Day” in Atlanta (Legislative Reference №21-O-0865).
Items introduced to be considered in committee include:
• A resolution authorizing the mayor or her designee, on behalf of the City of Atlanta, to execute deeds, agreements, and other documents related to the sale of the Centennial Parking Deck and the Philips surface lot by the City of Atlanta and Fulton County Recreation Authority and the construction of certain improvements to John A. White Park by Spring Street (Atlanta) LLC.
• An ordinance authorizing the chief financial officer to amend the Fiscal Year 2022 general fund budget in the amount of $6 million by transferring funds from the uncommitted fund balance to support the emergency demolition and reconstruction of Cheshire Bridge Road due to the natural gas fire.
• A resolution to extend the District 3 Blight-free Advisory Board for a period of 12 months effective from Dec. 1, 2021 to Dec. 1, 2022.
• An ordinance to waive certain provisions of Chapter 10 of the City of Atlanta Code of Ordinances requiring certain restaurants or other licensed establishments to submit a statement regarding gross food sales from a certified public accountant during the alcohol license renewal process such that the statements will not be required during the 2022 renewal process.
• A resolution recommending the Aviation General Manager, on behalf of the Department of Aviation, establish a temporary process to issue daily escort badges to concession employees at Hartsfield-Jackson Atlanta International Airport.
