Council authorizes agreement related to Community Benefits Funds
The Atlanta City Council adopted legislation during Monday’s remote special called meeting to authorize the mayor or her designee to execute an agreement with Invest Atlanta for a five-year term with an option to renew for one additional five-year term to provide management responsibilities for economic development, affordable housing, and workforce development programs in an amount not to exceed approximately $23.6 million (Legislative Reference №21-R-4326). The programs through the agreement are part of the mayor’s One Atlanta initiative as set forth in 21-O-0802 adopted by the Council on Nov. 1, 2021. The ordinance adopted earlier this year ratified the mayor’s executive order directing the chief financial officer to allocate $33.5 million from the Community Benefits Funds derived from the City’s Gulch Development agreement.
Other items approved by the Council on Monday include:
• A resolution to establish a commission to determine an appropriate manner to honor the late Noel Khalil and appoint members to serve on the commission (Legislative Reference №21-R-4324). Those appointed to the commission are Council members Natalyn Archibong, Cleta Winslow and Joyce Sheperd, Michael Render (“Killer Mike”), Jasmine Khalil, Plemin El Amin, Sarah Krisch, and Garry Long. A representative from NPU-G will also be appointed according to the legislation.
• A resolution to accept the Georgia Memorandum of Understanding (MOU) and the terms of the national settlements concerning opioid manufacturer Johnson & Johnson and distributors AmerisourceBergen, Cardinal Health, and McKesson (Legislative Reference №21‐R‐4327).
Several items were filed during Monday’s meeting including:
• An ordinance to amend Chapter 130 of the City of Atlanta Code of Ordinances to adjust the taxes, assessments, services fees, and charges billed for solid water services, waste collection and recycling charges, charges for street related sanitary services based on equivalent trip generation charges for general good related sanitary services based on a property’s under roof square footage (Legislative Reference №21-O-0873).
• An ordinance to amend Chapter 130 of the City of Atlanta Code of Ordinances to adjust the taxes, assessments, services fees, and charges for solid water services and the establishment of sanitary assessments for street related sanitary services and general common good related sanitary services based on taxable property value (Legislative Reference №21-O-0876).
• An ordinance to amend Chapter 158 (Vegetation), Article II (Tree Protection) of the City of Atlanta Code of Ordinances to adopt a new tree protection ordinance (Legislative Reference №21-O-0063).
• An ordinance to amend Chapter 158 (Vegetation), Article II (Tree Protection) of the City of Atlanta Code of Ordinances to adopt a new tree protection ordinance and repeal the section in its entirety and replace it with the contents of the Citizens Blended Draft (Legislative Reference №21-O-0265).
• An ordinance to amend the Equal Business Opportunity section in the City of Atlanta’s Code of Ordinances to establish a Mid-Sized Minority and Female Business Enterprise Initiative (Legislative Reference №21-O-0749).
