Atlanta City Council approves legislation to Assist Rapid Housing
and Park Security Efforts
On Monday, the Atlanta City Council approved a resolution authorizing a $3 million donation from the housing trust fund to Partners for Home (PFH) to support the provision of swift housing for the city’s unhoused residents in participation in the rapid housing initiative and to authorize PFH to utilize funds to cover the costs of any other housing construction (24-R-3291).
Other items on the agenda include:
• A resolution to call a special election to fill the Council member vacancy in the Atlanta City Council Post 3 At-Large office, provide a qualification period with a fee, and administer a notice in Fulton and Dekalb counties (24-R-3354). This item was sent to the mayor’s office post-haste.
• A resolution amending the Upper Westside LCI plan to adopt the Upper Westside Improvement District Masterplan update, authorizing the Department of Planning, on behalf of the City of Atlanta, to submit to the Atlanta Regional Commission the Upper Westside Improvement District Masterplan update. This item was immediately considered and sent to the mayor’s office post-haste.
• A resolution authorizing a project management agreement with the PATH Foundation for the Silver Comet Connector — MacArthur Boulevard, NW project in an amount not to exceed $500,000 (24-R-3294).
• A resolution authorizing a $300,000 donation to the Atlanta Fire Rescue Foundation for the improvements and repairs of Fire Station 12 (24-R-3293).
• A resolution to create a commission to determine an appropriate way to honor former Mayor Shirley Clarke Franklin (24-R-3290).
• An ordinance authorizing the ceremonial naming of Concourse D at Hartsfield-Jackson Atlanta International Airport as the Michael R. Hollis Concourse, in honor of the Atlanta native and airline owner’s career and contributions. The Department of Aviation will take steps to install a plaque memorializing the ceremonial honor visibly displayed in the referenced area (24-O-1129).
• An ordinance authorizing WorkSource Atlanta to accept a $90,000 Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker Grant for Rapid Response Activities from the Technical College System of Georgia to respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their affected workers (24-O-1121).
• An ordinance authorizing WorkSource Atlanta to accept a $584,000 WIOA Adult Program Grant from the Technical College System of Georgia. The grant funds various services, including employment and training opportunities, such as registered apprenticeships, subsidized internships, transitional jobs, and on-the-job training (24-O-1122).
• An ordinance to accept a WIOA Dislocated Worker Program grant for $1.6 million. This grant supports employment and training opportunities for program participants who are residents 18 years or older, with a focus on serving veterans, low-income individuals, or those qualifying for public assistance benefits (24-O-1123).
• An ordinance to add $1.5 million from the Park Improvement Fund to provide security support services with POST-certified officers for parks recreational programming, including coverage at public pools, on behalf of the Department of Parks and Recreation (24-O-1113).
Proclamations and recognitions were presented in honor of singer and songwriter Candi Staton and doctors Kimberley Manning, Valerie Montgomery Rice, and Camille Davis-Williams.
Items were introduced for consideration in committee, including:
• An ordinance authorizing the mayor to abandon portions of Mitchell Street, Raymond Street, and James P. Brawley Drive, consisting of approximately 1.264 acres and to execute a quitclaim deed for such abandoned right-of-way and any other documents necessary to effectuate the abandonment to Clark Atlanta University.
• A resolution authorizing the City of Atlanta to donate $100,000 to Neighbor in Need to support emergency home repairs for legacy residents to help prevent displacement.
