Atlanta City Council Approves Legislation to Amend Housing Code to Enforce a Maximum Fine and Sentencing for Negligent Landlords
ATLANTA — The Atlanta City Council approved an ordinance on Monday to amend the Atlanta Housing Code of the City of Atlanta Code of Ordinances to enforce a maximum fine of $1,000 and a graduated sentencing for persons or corporate entities owning multi-family properties found guilty or liable for violating any offense under this chapter (23-O-1687).
Other items approved include:
• A resolution to execute an agreement for sidewalk repairs and replacement for the right-of-way improvement projects on Martin Luther King Jr. Drive in an amount not to exceed $2.4 million for all contracted work (23-R-4704).
• A resolution to amend 23-R-4638 to add a representative from the Metropolitan Atlanta Rapid Transit Authority to the Hartsfield-Jackson Atlanta International Airport Policy Task Force. This item was an immediate consideration.
• A resolution authorizing a donation of $400,000 for the design, fabrication, and installation of an artistic gateway on PATH400 at Miami Circle (23-R-4653).
• An ordinance accepting and allocating $3.4 million in proceeds from the Atlantic Station Tax Allocation District fund into the Atlanta Department of Transportation’s project account for the Howell Mill Complete Streets Project (23-O-1690).
• An ordinance amending the FY2024 budget to add $194,000 on behalf of the Atlanta Fire Rescue Department to fund the Atlanta Fire Rescue Department car seat fitting station program (23-O-1683).
• An ordinance authorizing a donation of $1,000 to the Atlanta Preservation Center to support their Phoenix Flies Celebration. Phoenix Flies celebrates Atlanta’s historic sites and provides an opportunity to celebrate and strengthen Atlanta’s historic and cultural assets (23-O-1692).
• A resolution authorizing a donation of $1 million to the Atlanta Regional Commission and Propel Atlanta to support electric bike initiatives in the city (23-R-4342).
• A resolution authorizing the Department of Watershed Management to enter into an agreement with Atlanta Technical College to provide comprehensive training programs for eligible employees in an amount not to exceed $77,000 (23-R-4137).
A proclamation was presented in honor of the 50th anniversary of the 1973 election of Mayor Maynard Jackson.
Items were introduced for consideration in committee, including:
• A resolution prohibiting turns on red lights within Downtown Atlanta, Midtown, and Castleberry Hill.
• A resolution supporting the passage of Georgia House Bill 451, recognizing the imperative to provide essential mental health support and specialized insurance coverage to first responders facing occupational post-traumatic stress disorder.
• A resolution urging the Atlanta Department of Transportation to develop a one-stop utility construction assistance website and helpline.
• A resolution to establish a commission to honor the 150th anniversary of the 1st Regiment, U.S. Colored Troops, formed in Atlanta by Bishop Henry McNeil Turner.
• An ordinance authorizing the mayor, on behalf of the Department of Grants and Community Development, to enter into a service agreement with Mercy Care to provide comprehensive healthcare to low-income patients.
• An ordinance to amend the City of Atlanta charter to expand further and clarify the oversight powers of the Atlanta Citizen Review Board.
