Atlanta City Council Approves $1.5 Million for EOF Grant Program to Increase Access to Quality Groceries and Fresh Food

ATLANTA — The Atlanta City Council approved legislation during Tuesday’s meeting to authorize Invest Atlanta to create and capitalize on an economic opportunity fund grant program for $1.5 million to incentivize job creation, encourage investment, and provide tools to spur development in areas lacking access to quality groceries and fresh food. Other items approved include:

• A resolution allowing the issuance of revenue bonds to finance a portion of the construction and development costs for Briar Park Apartments, 244 units for individuals earning between 40 and 60 percent of the area median income. (23-R-3978)

• A resolution allowing the issuance of revenue bonds to finance a portion of the construction and development costs for Intrada Westside, 143 apartment units for individuals earning between 40 and 60 percent of the area median income. (23-R-3975)

• A resolution to accept the City of Atlanta’s first neighborhood heat vulnerability assessment, which measures exposure, sensitivity, and the adaptive capacity within each Atlanta neighborhood to tolerate heat stress. (23-R-3968)

• An ordinance authorizing the mayor or his designee, on behalf of the Atlanta Department of Labor and Employment Services, WorkSource Atlanta, to accept a Workforce Innovation and Opportunity Act youth program grant in the amount of $841,000 from the Technical College System of Georgia’s Office of Workforce Development. (23-O-1454)

• An ordinance authorizing a donation, in an amount not to exceed $5,000, from the Post 2 At-Large carry forward account to the Atlanta Volunteer Lawyers Foundation. The Atlanta Volunteer Lawyers Foundation is the largest provider of pro bono legal services in Atlanta, providing free, first-rate legal services to more than 5,000 Atlantans. (23-O-1451)

• A resolution authorizing the mayor or his designee to execute a project management agreement with the Path Foundation, Inc. for the Westside Trail project, on behalf of the Atlanta Department of Transportation, in an amount not to exceed $910,000. (23-R-3969)

There were no proclamations or honors presented during Tuesday’s meeting.

Items were introduced for consideration in committee, including:

• A resolution urging the mayor or his designee to consider acquiring the Wellstar Hospital property site to develop the John Robert Lewis Health and Wellness Center.

• A resolution authorizing emergency on-call debris removal services with Ceres Environmental Services, Inc. on behalf of the Department of Parks and Recreation to add additional funding not to exceed $700,000.

• A resolution authorizing the City of Atlanta to donate $500,000 to the United Way of Greater Atlanta to support the Atlanta Youth Fund.

• A resolution authorizing the City of Atlanta to donate $700,000 to Big Brothers Big Sisters of Metro Atlanta to support the level-up program.

• An ordinance to amend Chapter 106 (offenses and miscellaneous provisions), Article VII (drug-free zones), Division 1 (commercial zones), Section 106–403 (a) of the City of Atlanta Code of Ordinances, to add new drug-free commercial zones.

• A resolution authorizing the mayor, or his designee, to enter into an amended project framework agreement with the Georgia Department of Transportation and an amended project management agreement with the Atlanta Downtown Improvement District for the Interstate-75/85 capping study of The Stitch.

• An ordinance to ratify the City of Atlanta’s submission of an application, on behalf of the Mayor’s Office of International and Immigrant Affairs to accept shelter and services program funding from the U.S. Department of Homeland Security Federal Emergency Management Agency (FEMA) in an amount not to exceed $3.7 million.

• An ordinance to establish and approve implementing an open-market commercial property-assessed clean energy program in and for the City of Atlanta and requesting the Downtown Development Authority to assess its commercial property clean energy obligations.
